Licensing question

If I have about ten users, but about 20 devices (including printers and time clocks and other appliances) connected to Untangle, then how many users do I need to select when licensing something like the Web Filtering? Do I need licenses for devices that don't actually browse?

And is the answer the same for other products, like anti-virus?
