Localhost is down when trying to run the Setup Wizard.

I am upgrading from 9.4.2 to 10 and I have encountered an issue with the Setup Wizard.
The install of version 10 went great and Untangle boots OK but when it opens IceWeasel I get a message "IceWeasel cannot establish a connection to the localhost" I also get the same message from the laptop that is connected.

I can ping the localhost from the laptop and console shell, no problem but I cannot access the web page.
The only nics I am using on are the two onboard nics.

INTEL SE7501BR2 Motherboard
Dual 2.4 Ghz CPU
1 gb of ram
Two onboard 10/100/1000 nics

This is my spare server and it is identical to my production server that is running 9.4.2. I searched the forums and some people mentioned bad memory or a bad harddrive but I do not believe that is the issue here. Any help I would appreciate it.
